The Role

The Open University is seeking a motivated and strategic People Services Hub Operations Manager (Advisory/Tier 2) to lead their advisory support and administration teams. This exciting opportunity places you at the core of delivering service excellence across the employee lifecycle and shaping the future of HR operations at a globally respected institution.

Reporting to the Senior Operations Manager, you will manage a dynamic team across Tier 2 General, Absence & Wellbeing Support, Formal Processes, and Associate Lecturer Operations. This is an ideal role for a confident leader who thrives on collaboration, innovation, and empowering people-focused, digitally enabled HR services.

Key Responsibilities
  • Provide leadership and management to Team Managers and Advisors within the Tier 2 Advisory function.
  • Oversee operational delivery of complex HR matters, ensuring quality and legal compliance.
  • Drive improvements in HR advisory services, embedding digital tools, automation, and AI where appropriate.
  • Ensure up-to-date documentation and process governance to support consistent delivery.
  • Champion performance measurement through KPIs, SLAs, and service insight data.
  • Act as a senior point of escalation and use sound judgement to navigate complex HR issues.
  • Promote a customer-focused culture and foster a collaborative service environment.
  • Collaborate with internal stakeholders and external partners to support strategic HR projects.
  • Contribute to system rollouts and enhancements such as SAP SuccessFactors and self-service tools.
Skills and Experience
  • Experience using SAP SuccessFactors
  • Proven experience leading operational advisory teams in a HR Shared Services setting.
  • Strong knowledge of UK employment law and HR best practices.
  • Demonstrable ability to drive performance and continuous service improvement.
  • Experience using metrics and data to inform decisions and improve service outcomes.
  • Customer-centric approach with a background in designing employee-focused HR processes.
  • Resilient and outcome-driven, with the ability to manage change and ambiguity.
  • Strong communicator and relationship-builder with cross-functional collaboration experience.
  • Demonstrated alignment with The Open University's core values: Inclusive, Innovative, Responsive.
  • Background in Higher Education or the public sector.
